Garden of the Gods has belonged to the City of Colorado Springs since 1909, when the children of Charles Elliott Perkins gave the land on condition that it stay free to the public. It is a National Natural Landmark (1971), not a national or state park. The park opens every day at 5 am and closes at 9 pm from November 1 to April 30 and at 10 pm from May 1 to October 31. The roads form one-way loops of about 6 miles with a 20 mph limit, and the paved 1.5-mile Perkins Central Garden Trail runs through the middle. None of that needs a ticket.

A tour therefore buys something other than admission: commentary on the geology, the history and the wildlife; a driver, which removes the search for a space in a Visitor Center lot that holds fewer than 200 cars and often fills in summer; a different pace on a Segway or an e-bike; or places the park alone does not include, such as Helen Hunt Falls, Manitou Springs, Miramont Castle and Pikes Peak. Guided tours inside the park itself

The park runs its own short ranger-led nature walk daily at 10:30 am; a small fee applies and reservations are required. The Visitor & Nature Center, open from 9 am, has free exhibits on the geology, the plants and animals and the Ute (Nuu-ciu) people, and e-bike rentals operate there.
